After the implementation of the central public administration reform, the ministerial posts will no longer be divided according to political criteria, director of the Center for Reform Implementation Iurie Ciocan assured in the program “Emphasis on today” on TVR Moldova channel, IPN reports.
“The posts will be distributed only according to criteria of professionalism. There will be no distribution according to political criteria. Within two weeks, the Government will finalize the bill and, after the legal framework is ready, we will become involved and will provide considerable assistance in doing this reform,” stated Ciocan.
He also said that a part of the functionaries who will be laid off will be reemployed based on the results achieved by them before the reform.
Analyst Viorel Chivriga expressed his skepticism, saying an efficient Government consists of people with capacities, who can produce. “In our country, the situation is different. The employment is based on nepotism and servilism, not on professionalism,” he stated.
The Democratic Party, which is the main ruling party, has announced that the Cabinet will be reformed and the number of ministries will be decreased from 16 to nine.
