According to Nicolae Dabija, the first Parliament wanted the independence of Moldova to accomplish the removal of Ribbentrop-Molotov Pact consequences. “The structure of the first Parliament after the collapse of the USSR was, in fact, pro-Soviet. We did not have the party nomenclature similar to that in the Baltic republics, which broke away from the USSR and wanted to join both the European Union and NATO” Nicolae Dabija said. He noted that the independence of the Republic of Moldova was proclaimed by a Soviet Parliament. "We should acknowledge the courage of that parliament, although, on August 27, 1991, only Moldavia and Kyrgyzstan remained part of the USSR", the politician said. "The first country to recognize our independence was not Romania, as it is said, but Georgia, which, since June 1990, has signalled that it recognizes the Republic of Moldova as an independent state," Nicolae Dabija specified.
From the economic point of view, by 1990, the USSR was a disaster. "It was a system in which people capable of work were not interested in working. People went to work but had no interest in working more as this did not lead to any salary raise. It was enough to show up for work and the salary was assured, thus production was low”, the historian said. In 1989, a circular letter was sent to the Ministers’ Council of the Moldovan SSR, stating that Moscow had cut the financial support granted to Chisinau. “This kind of circular letters were received by all the Union republics, which, in fact, were told that they were on their own. Central authorities no longer had the capacity to support the entire USSR population,” Veaceslav Stavila stated.

The total number of voters recorded in the State Voter Registry is 3,285,894 persons. Out of the total number, 2 818 228 citizens with voting rights are assigned to second level administrative-territorial units. According to the CEC, the difference includes persons who are citizens of Moldova, but do not have a home or residence registration, persons who have legally emigrated abroad and citizens with the right to vote who are registered in administrative-territorial units on the left bank of the Nistru. Left bank administrative-territorial units are temporarily outside the sovereign control of the constitutional authorities of the Republic of Moldova.
