MP Octavian Țîcu is leaving Dignity and Truth Platform, but remains within the ACUM bloc. He will also run for mayor of Chisinau in the local elections on October 20. "I did not sign the agreement between the ACUM bloc and the PSRM, but I supported the Government of Maia Sandu by declaring the state captive," said the MP, who further stated that signing of the temporary agreement between PSRM and ACUM bloc legitimized the socialists and compromised once again the ACUM bloc. Octavian Țîcu called for the coalizing of pro-European parties in order to guarantee success in Chisinau.
Reinstating of Viorel Morari as chief prosecutor at the Anticorruption Prosecutor's Office was to be expected. Alexandru Slusari, Deputy Speaker of Parliament, MP of the PPDA group, ACUM bloc, argues that, from a legal point of view, Viorel Morari was illegally dismissed, as a result of account settlements within the Prosecutor's Office. "I understood that this was a temporary decision so as not to cause damage to the state. I hoped this decision would not last long,” says Alexandru Slusari.
The government must get involved in selecting the candidate for the position of Prosecutor General because currently the Superior Council of Prosecutors (CSP) has no credibility. The statement belongs to Sergiu Litvinenco, MP of the PAS group, ACUM bloc, who says that the next prosecutor will have two main tasks to perform: to restore the sense of justice in the society by initiating proceedings against the people who have committed crimes and to reform the Prosecutor's offices, so that the prosecutors could feel independent in their activity.
Prosecutors requested arrest warrants for Reghina Apostolova and Marina Tauber. The MPs whose immunity was lifted by the Parliament on September 16, were detained on the same day. The Prosecutor General's Office notes that the detention comes as a result of "their attempt to avoid criminal prosecution".
Priorities of the foreign policy of Chisinau government, the development of the reform process, as well as the progress regarding the Transnistrian issue have been discussed in Berlin, where Minister of Foreign Affairs and European Integration, Nicu Popescu, is on a working visit. MPs propose to pass a "law on banning offshore". The provisions establish restrictions for participation in privatization procedures, public-private partnerships, public procurement and concessions of works and services for legal entities founded by subjects from jurisdictions that do not meet international transparency standards. The Parliament will amend the Law on the administration and denationalisation of public property, the Law on public-private partnership, the Law on public procurement, the Law on works and service concessions. At the same time the Government will approve the methodology for identifying the jurisdictions that do not implement international transparency standards, as well as their list.
The audit carried out at Moldtelecom company highlighted several vicious practices, which directly affected the financial results of the company. "Under a contract concluded in April 2013 with a foreign investment company regarding the organization, operation, administration and maintenance of the Number Portability database, Moldtelecom paid 110 million lei for practically non-existent services," declared Eugeniu Moraru, director of the Public Property Agency (APP). It turned out that the outsourcing of international voice traffic services led to the development of a third party company, while Moldtelecom was able to develop this sector on its own. The use of company’s financial resources for personal purposes has been also established. "The former manager of the company benefited from unjustified bonuses in 2019, while company’s performance indicators have been artificially raised", specified the director of APP.
Ministry of Education, Culture and Research identified assets management abuses during an unexpected visit to the Sports Center for National Team Training, which is subordinated to the ministry. According to a press release, the Center has signed at least 14 leases without the ministry's approval. One of the rental contracts was signed on January 2, 2019, and involves the Public Association "Clubul Sportiv C. Țuțu-Proteam". The Center's administration was charging rent for the space by hours, not by days or by month, according to good practices. Thus, the Sports Club was formally renting the space for 3 hours and 30 minutes per day, for 5 days a week.
An animal protection service will be created within the General Directorate for Communal Housing and Landscaping in Chișinău . The service will keep a Registry of records of stray and feral animals caught in the Chișinău municipality area and a Registry of pets in Chișinău municipality. Within a 15-day period after the adoption of this decision, the General Directorate for Communal Housing and Landscaping will put forward a draft regulation regarding the Animal Protection Service for approval to the general mayor. The draft will be elaborated in collaboration with representatives of associations and foundations for animal protection.
