Preliminary data of the quick count of votes in the municipality of Chisinau, carried out by the Promo-LEX Observation Mission, show that Ion Ceban is the winner of the elections for the capital’s mayoralty. At an IPN press conference, Pavel Postica, Head of the Observation Mission, has mentioned that, in contrast to the first round of local elections, Promo-LEX managed to obtain the minutes of counting votes from all 307 polling stations.
According to parallel vote tabulation, Ion Ceban obtained 52.43% of the votes, while the preliminary data of the Central Election Commission show 52.39% votes for the socialist candidate.
In the case of Andrei Năstase, the preliminary data of Promo-LEX indicate that he obtained 47.57% of the votes of Chisinau dwellers, while, according to the preliminary data of the CEC, the candidate of ACUM bloc was voted by 47.61% of the inhabitants of the capital.
"The vote counting process contains certain verification formulas. We have found that six minutes contain errors in some of the formulas,” said Pavel Postica.
According to the head of the Observation Mission, the evolution of the candidates' score was steady. "We compared the preliminary data of CEC with those of Promo-LEX. As regards those six errors, we also have the formulas based on which the errors were made. I believe that just one of the minutes affected the score obtained by the electoral contenders. As for the rest, there are technical verification formulas, which do not affect the electoral score,” stated Pavel Postica.
