The interim Mayor of Chisinau solicits fastening the creation of the Flat owners’ associations and liquidation of the Municipal Enterprises for Management of the Dwelling Fund (IMGFL) which is, according to the local authorities, a “generator of losses”. Vasile Ursu asked this from the head of the General Dwelling-Communal Department (GDCD), Mihail Solcan at the operative meeting on Monday, June 12. According to Ursu, the Flat owners’ associations must include up to 500 apartments, as the legislation in force stipulates and will be created as soon as possible. As well, Ursu advised GDCD to plan repairs of the roofs only on the blocks where the whole dwelling fund is not privatized and where the municipality must contribute with 10-15% of the expenses. He underlined that according to the legislation the Mayoralty is not obliged to repair the roofs of the living blocks, even if the blocks are municipal property. Previously, the head of the Financial Management and Internal Audit Department (FMIAD), Eugenia Ciumuc, declared for Info-Prim Neo that IMGFL will be liquidated because they are “a generator of losses”. The losses for 9 months of the last year amounted to 14 million lei. According to the quoted source, there also are objective causes for these losses, but, in general, the debts are a result of the bad management and the lack of a management system of the dwelling fund. According to Ciumac, despite the fact that the Mayoralty allocates money to IMGFL for the repairs of the dwelling fund, changing doors etc, the blocks administrated by the municipal managers, in some cases, are in very bad condition comparing to those administrated by the Flat owners’ associations (APLP) and by the Dwelling Constructions Cooperatives (CCL), to which Mayoralty is not giving money for repairs. At present the dwelling fund administrated by those 23 IMGFL includes about 115 thousand apartments, which constitutes 70% of the total dwelling fund of Chisinau.
