Indirect taxes remain main source of income of state budget
The fiscal incomes will total 14.148 billion lei of the revenues of 17.734 billion lei provided for by the state budget for 2009. This is by 25.4% more compared with the figures for this year, Info-Prim Neo reports.
According to the draft state budget law approved by the Government, the tax on entrepreneurial income will decrease from 193 million lei in 2008 to 110.2 million lei (57.1%) in 2009, following the introduction of the 0 tax on reinvested profit.
The indirect taxes will make up the largest part of the state budget revenues - 79%.
It is projected that the VAT collections will rise by 26% on this year to 11.08 billion lei, following the increase in domestic consumption and imports. The excise duties will grow by 27.9% to 1.76 billion lei, while the import and export duties will rise from 911.3 million lei this year to 1.18 billion lei the next year, stemming from larger imports and exports.
The non-fiscal incomes in 2009 will be by 889.1 million lei lower, down from 1.072 billion lei in 2008. This is because the deadline for legalizing capital expires on December 31, 2008 , the state dividends in joint stock companies diminished as many of the state holdings are sold at auctions, the share of the tax rate on water decreased etc.
A sum of 390.4 million lei will be earned from selling and privatizing public patrimony.
The draft state budget law for 2009 includes special funds of 1.37 billion lei, an increase of 21.4% compared with 2008, and incomes from foreign grants of 1.33 billion lei, as against 1.17 billion lei in 2008, the fluctuations in the exchange rate being taken into account.
