Impact of bills to reform justice sector was partially compromised, “Euromonitor”

In 2013, Parliament adopted a number of bills to implement the justice sector reform strategy. They refer mainly to the payment of judges, testing of their professional integrity and toughening up of penalties for corruption-related offenses. The impact of the adopted bills has been yet partially compromised by the postponement by Parliament of the examination of the bill on the disciplinary punishment of judges, ADEPT associate expert Mariana Kalughin said when presenting the new edition of the publication “Euromonitor”, IPN reports.

According to the expert, the legislature offers the players of the justice sector guarantees, including social, but is late in ensuring mechanisms for making them responsible. A recommendation is to examine and adopt the draft law on the disciplinary punishment of judges, which became a priority.

Mariana Kalughin said that even if Moldova received money from the European Union for reforming the justice sector, the process is beyond the expected scope. The authorities prefer to concentrate on legislative actions and do not ensure control over the implementation of the adopted laws. According to the people’s perception, the legal sector continues to be corrupt. The Global Corruption Barometer 2013 shows that justice and the police are considered the most corrupt institutions in Moldova. The reform made a moderate progress last year and scored 3 of the maximum 5.
