The Party of Action and Solidarity should get ready for reshuffles and should remain calm if it has to replace some of the Cabinet members, expert Igor Boțan stated in a public debate at IPN, making reference to the former Communist government that periodically changed its ministers. According to Boțan, the absence of institutional memory in some of the ministers can be a problem if neither the secretaries of state have experience in public administration, IPN reports.
Igor Boțan said the current composition of the Government will be yet modified. Some of the ministers can be dismissed or will tender their resignation if they do not resonate with the functioning principles of the central public administration
“We have a team of well-intentioned persons who do not yet have experience. PAS should be ready for reshuffles, including Cabinet ones. But this does not mean they should get into a panic. It is important that there is a leader who declared herself a national leader and has political will. All the other things can be put right” stated Igor Boțan, the standing expert of IPN’s project.
According to him, it would be a mistaken if PAS dismisses all the secretaries of state, who should ensure the transition and continuation of the governmental process. If there are ministers who need time to familiarize themselves with the state of affairs and the secretaries of state are in the same situation, things will move on very slowly.
The economic recovery and the justice sector reform should be the executive’s top priorities. An independent judiciary will transform the Republic of Moldova into a predictable state for investors, noted the expert.
“PAS repeats what ex-Premier Chicu said, that there are resources in the Republic of Moldova that can be used and, if they are managed appropriately, the engines of the economy can be started. To begin with, we will have to borrow money. To attract investments, the justice sector needs to be reformed. Furthermore, a favorable business climate should be ensued. If things in the fiscal sector, the reporting rules are brought in order, the people will become involved in investment projects,” stated Igor Boțan.
The Government led by Natalia Gavrilița was voted and sworn in on August 6.
