Expert Igor Boțan said political debates in times of a pandemic are not wanted, but those who rule the country should not provoke political actions if they don’t want such debates. The assumption of responsibility by the Government is a political action and it should have an appropriate response. This response came from the opposition that went to the Constitutional Court. The expert developed the issue in a public debate entitled “Pandemic and Politics, barriers and chances of consensus” that was staged by IPN News Agency.
Igor Boțan, who is the IPN Project’s standing expert, said the Government wasn’t mandated by Parliament to exceed the powers set when the state of emergency was declared. At the same time, the Government and the Commission for Exceptional Situations should not be prevented from dealing with the pandemic, within the set limits. It’s clear that the opposition should be more incisive if it has solutions to the current situation, but should act decently.
The expert noted the Commission for Exceptional Situations limited the Parliament’s activity when it decided that more than 50 people cannot come together in one place. But the parliamentary majority is of 51 MPs. So, why, knowing this, the Government assumed responsibility for that law? These are matters of principle that were resolved by the CC, which clarified its case law on the assumption of responsibility by the Government. The opposition’s activity was also beneficial from this viewpoint.
According to the expert, the statements and meetings of President Igor Dodon centering on the Easter holidays, the Holy Fire or the celebration of the Victory Day are also political actions and it is normal for a reaction to them to exist. Those who generate such political subjects should assume the consequences.
