The events in Ukraine are decisive for the political future of the Republic of Moldova, expert Igor Botan said in a public debate staged by IPN News Agency. According to the expert, if the neighboring country emerges victorious from this war, everyone will remember the Constitutional Court’s decision of 2017, by which the territory on the left bank of the Nistru was declared occupied territory.
In May 2017, the Constitutional Court in Chisinau declared that the deployment on the territory of the Republic of Moldova of any troops or military bases, led and controlled by foreign states, is unconstitutional. Moreover, according to the Court's decision, the territory on the left bank of the Nistru was declared occupied territory.
"We have the decision of the Constitutional Court of May 2, 2017, which recognizes Transnistria as an occupied territory. We see that 37% of the residents of the Transnistrian region voted in the referendum of October 20. So, the subjecting of this population to unprecedented propaganda tips the balance. Political dexterity is needed here to convince the citizens," said expert Igor Boțan.
According to him, an eventual peace in Ukraine will be decisive for the political future of the Republic of Moldova. The approach according to which the Transnistrian region should be declared an occupied territory by a Parliament decision is not a radical one and is in accordance with the rule of law.
"The way the events in Ukraine develop are decisive for the political future of the Republic of Moldova. If Ukraine resists in this conflict, I think everyone will remember the Constitutional Court’s decision of May 2, 2017, will reread it. The people will also mention as an argument the study that the American Bar Association made in 2006 and that it presented here and that, after President Voronin and the Ministry of Foreign Affairs requested, was distributed to all international institutions of which the Republic of Moldova is a member. It happened in August 2006. And then President Voronin went to Moscow, apologized to Putin for all the things that were disturbing to Putin and everything returned to the old way. This is the behavior of the political authorities in the Republic of Moldova," said the permanent expert of IPN”s project.
