Government decision on establishment of constituencies was adopted with deviations, opinion

The Government decision on the establishment of electoral constituencies was adopted without meeting a series of conditions. Also, the commission for the establishment of single-member constituencies allowed for shortcomings in its work. Such opinions were stated in the program “Union Square” on Noroc TV channel, IPN reports.

Promo-LEX programs director Pavel Postica said none of the members of the commission had access to materials and this is one of the reasons why dissatisfaction appeared with the commission’s work. Even if a number of proposals were formulated by representatives of civil society, none of these was included in the agenda of the commission’s meetings and was discussed. “The commission deviated from the initial plan of activity. I don’t know why. The minutes of the meetings haven’t been published.  Only three of these appeared on the day a call was made, signed by 11 nongovernmental organizations. This enables us to say that no transparency was ensured in the work of this commission,” stated Pavel Postica.

Sergiu Ostaf, who was delegated by the National Participation Council to work on the commission for the establishment of single-member constituencies, said some of the conditions weren’t fulfilled when the Government decision was adopted, like the fact that the draft decision was to be published at least three days before the adoption. The commission indeed committed some deviations. “This is the first experience. I didn’t see capacity to understand exactly how the process should go in any other member of the commission,” noted Sergiu Ostaf.

Liberal MP Roman Botan said six single-member constituencies should have been established for the diaspora, not three. The commission’s decision hasn’t been discussed before the Government decision was adopted and this is a harsh blow to democracy. “These changes to the Election Code, including the chopping of the territory of the Republic of Moldova into single-member constituencies as some of the political decision-makers wished, namely the PSRM and PDM, are disadvantageous for some of the parties,” stated the MP.
