Government approves draft Law on dwellings
The Government approved at Wednesday’s meeting, September 13, the draft Law on dwellings. The new legislative act was drafted due to the fact that the previous Code of dwellings, from 1983, was not corresponding to the new realities on the estate market, the deputy director of the Territory Construction and Development Agency, Anatolie Izbanda declared.
For the first time, the draft Law stipulates the notion of “social apartments”, among other types of dwellings: private, public or works dwellings. According to Izbanda, the social dwellings will be constructed by mayoralties for socially vulnerable families: invalids, refugees, young specialists, families with financial incomes lower than the minimum consumption value. As well the draft stipulates the conditions for offering apartments.
The official mentioned that at present, there are 10 thousand families which should be ensured with social dwellings in Moldova, 60% of them being from Chisinau. The expenses for social dwellings were evaluated at MDL 250 mln, money which will be further allocated from the local budgets.
As well the projects stipulates for the first time the notion of “rent” and the compulsory character of renting apartments only on contract base. At the same time, the creation of Dwellings Inspection is stipulated. It will protect the interests of the lodgers.
The draft Law on dwellings will be examined and adopted by the parliament in the autumn session. 10 normative acts were elaborated in order to implement the Law.
