Government adds 15 new drafts to Guillotine II
The Government added 15 new drafts to the existing 80 draft laws included in the package of amendments known as Guillotine II. The entire package will be examined in Parliament, at the proposal of Speaker Marian Lupu, in the course of November 2007.
The 15 new draft amendments concern licensing and authorisation issues, competences for inspection authorities – topics that came up frequently in the discussions with the business community.
Tuesday, September 18, a meeting concerning the optimisation of the business legislation took place in Chisinau. The meeting was attended by representatives from the Business Advisory Council, experts for the World Bank’s project “Competitiveness Enhancement”, and representatives of the business community.
At the meeting, Marian Lupu emphasised the need for a prompter revision of the legislation. “It is crucial that the target group of this regulatory reform – the business climate - has better conditions than today”, the Speaker said.
The Law on the basic principles of regulating entrepreneurial activity was adopted in July 2006 and was supposed to enter in effect on August 11, 2007. However, at the end of the Parliament's summer session, following public debates with the business community, the deputies decided to postpone the implementation of the second stage of the Guillotine until January 1, 2008 to ensure a better quality of the law.
