Flowers and brawls: Chisinau councilors adopt no draft on first sitting after vacation
After a one-month vacation, the Chisinau councilors started their Thursday's session with flowers and mutual congrats, but continued it with scandals. For 7 hours, the councilors managed to adopt only the order of the day and to consider only one report, Info-Prim Neo reports.
The brawl was mainly waged between the Liberal Party (PL) faction and the chairman of the Chisinau Municipal Council (CMC), Eduard Musuc. Musuc refused to set for voting a decision on sterilizing stray dogs, as proposed by Liberal councilor Corina Fusu. After a 10-minute break, the councilors voted anyway to include the issue into the agenda.
The PL leader, Mihai Ghimpu accused Musuc of non-professionalism. “What have you done till now? When you invested yourself into the position of CMC chairman, you promised the voters to overturn the sun and the moon.” Musuc responded the situation is so only because of the Liberal Party.
At the end of the first session day, the president of the emergencies commission, general mayor Dorin Chirtoaca, reported on the situation in Vadul lui Voda in the wake of the last summer floods. According to his information, the City Hall's direct expenses to redress the situation in Vadul lui Voda amount to 9.363 million lei, upto now. Dissatisfied with the mayor's answer, the CMC president asked him for “a clear answer”. “Tell me if there are any minutes to confirm what you have just said,” Eduard Musuc said.
In response, Dorin Chirtoaca said he would not comment “Musuc's interrogation”, mentioning that the president of the emergencies commission “does not give explanation to Musuc and others.” “I wonder why you don't have any pretension that Chisinau has had water all this period (the water pumping plant may have been flooded – e.n.), the services acted promptly, and every subdivision is presenting its expenses,” Chirtoaca said.
“It won't be fair with the flood-stricken to boast now we have losses of 60 million lei. I don't ask for money. It should be allocated to other parts. I don't want to put this burden on the municipal budget, when we owe Termocom, and the heating season is approaching. Let me work according to my powers, do not meddle,” the mayor said.
The Communist councilor Sergei Novik reproached the mayor he alloted money to flood victims from the country's North and South. He said the gesture was not justified, since the municipality has issues unresolved, accusing the mayor fo involving in the matters of the central authorities.
“But why don't you ask why do the central authorities get involved into the municipality's issues?” the mayor asked rhetorically. The Liberal Democratic faction leader, Alexandru Tanase, defended Dorin Chirtoaca, saying the money was not distributed personally by the mayor, but by several functionaries of the City Hall.
The session will resume on Tuesday, September 16.
