European experts to participate at drafting bills regarding the consolidation of the local autonomy

At the beginning of May, two experts of the Council of Europe (CE) will start their activity at the special committee for the creation of draft bills on consolidation of local autonomy. According to the press service of the Parliament, the expert of CE will work together with the members of the special committee, fact that will exclude the necessity to submit for expertise the amendments elaborated for CE. In this period the committee will identify the concept of the local public authorities function and will determine the clear separation of competences between the central and local authorities, and the case of the local authorities between the local authorities of first and second level in order to make possible the examination of the future budgetary relationships. The special committee for the elaboration of draft legislative acts on consolidation of local autonomy was created at the initiative of the Parliament’s speaker Marian Lupu on March 30. The Committee has the goal to prepare a package of amendments upon the legislation in force that will be subsequently adopted by the Parliament by the end of the present session. The next sitting of the special committee will take place at the beginning of May.
