European experts to make recommendations on reform of Interior Ministry

Moldovan authorities and European experts discuss the reform of the Ministry of the Interior at practical-scientific level. After consultations, the experts will make recommendations so that the reform is based on democratic principles, is aimed at socially orienting the police service and takes into account the public interest and people's aspirations, Info-Prim Neo reports. In a roundtable meeting on April 19, Minister of the Interior Alexei Roibu said the reformation of the Ministry of the Interior is a necessity that is not obligatorily dictated by the incapacity of the police to combat crime. Modern methods of responding to society's needs must be implemented. The reform aims to improve the quality of the services provided for the population and improving the system as a whole so that it becomes operational and efficient. “An important element of the reform is the scientific approach to the reformation necessity,” said the minister. Simion Carp, rector of the Police Academy “Stefan cel Mare”, said the legislation that regulates the work of the Ministry of the Interior is outdated. According to him, the unsuccessful doubling of divisions at the Ministry caused a number of difficulties in preventing crime, maintaining law and order and ensuring the observance of the human rights and fundamental freedoms. “The reform is designed to prevent the politicization of the Ministry's divisions and instituting a system for objectively assessing their work,” said the rector, adding the duties and responsibilities of the departments should be clearly defined. Prime Minister Vlad Filat said the ultimate goal is to create a functional institution. “The Border Guard Service will form part of the police. We must make sure that the border is managed in strict compliance with the commitments we made to the foreign partners,” he stated. Willemien Los, Council of Europe adviser on police matters and human rights, said the reform of the Ministry of the Interior is very important to the Council of Europe, whose main objectives are to protect the human rights, democracy and the rule of law. “We are glad to be your partners in such a major process. We will analyze the bills on police and carabineers and the documents on police ethics and will formulate recommendations,” said the expert. Deputy Head of the European Union Delegation to Moldova Wolfgang Behrendt said the EU will contribute money to help implement the reform. It will provide €2.65 million for combating corruption and €15 million for reforming the legal system.
