The European Action Movement (EAM) claims the citizens' rights are violated in Moldova. In a statement made public on Wednesday, June 25, at Info-Prim Neo news agency, the movement worriedly finds that the Communists Party in power “promotes an anti-democratic anti-totalitarian policy in relation with the Moldovan citizens, gravely violates the fundamental human rights and freedoms, consecrated in international treaties, in the state's Constitution and legislation.” The EAM president, Anatol Petrencu, says “the policy of the Presidency, Parliament and Government restricts the civil liberties, liquidates democratic institutions and in insures a total control of the government over society.” The movement's leader especially referred to the recent modifications through which they ban the people with dual citizenship to occupy certain official functions. EAM finds that, under the pretext of insuring the state secret and consolidating Moldova's statehood, the European Convention on citizenship has been breached, after it had been ratified by Moldova in 1999. It provides that the citizens of the signatory party, who have dual citizenship, have the same rights and obligations on the territory of this state as other citizens. The EAM also invokes the encroachment of the fundamental civil rights: equality before the law and public authorities, the right to elect and be elected, the access to a public function and right to participate in running public affairs, the right to free choice of job, etc. EAM's vice president, Nicolae Rosca, says these new provisions are not dictated by the present political context, taking into account there is no alarming statistics as to the infractions committed against the state. At the same time, the EAN vice president, Ion Neagu, says this bill betrays the Communist government's will to stay in power after the 2009 elections, as the new provisions may take out from the race a series of popular politicians. Th restrictions envisage especially the citizens of Romania, Bulgaria and other EU countries. EAM also declares as anti-democratic and anti-European the new law on political parties and the modifications to the Electoral Code, which provide for raising the electoral threshold to 6 % and forbid the association of political parties in electoral blocs. EAM plans to lodge a notification in this regard to the Constitutional Court. MAE considers also the tergiversation of signing the Convention on minor frontier traffic with Romania by the Chisinau authorities is “a grave act of violating the Moldovan citizens' rights to freely move within the EU space.” EAM plans protests in the localities near the Romanian border in this regard, as the first one is scheduled for July 6 in Nisporeni, on the eve of the official visit to Chisinau by Romanian Foreign Minister Lazar Comanescu.
