ENEMO launches mission to monitor election and referendum in Moldova

Following an official invitation from the Central Election Commission of the Republic of Moldova to observe the October 20 presidential election and constitutional referendum in Moldova, the European Network of Election Monitoring Organizations (ENEMO) initiated an International Election Observation Mission (IEOM). So far, it has accredited seven Core Team members.

The Mission was presented at a news conference hosted by IPN. Six Long-Term Observers will join the International Election Observation Mission on September 28 and will be divided into three teams to ensure the observation of the pre-election period throughout the country. At the same time, 14 Short-Term Observers will join the Mission a few days before election day to observe the voting and counting processes and the centralization of election results. The ENEMO International Election Observation Mission will also ensure the overseeing of the runoff that could be held on November 3.

The aim of ENEMO’s IEOM is to improve the transparency of the election process and also assess its integrity and compatibility with international obligations of Moldova and standards for democratic elections as well as domestic legislative framework.

The Mission will also pay special attention to the fulfillment of previous recommendations of ENEMO and also other international and domestic stakeholders. The key aspects that we will be monitoring, assessing and reporting on are overall political and electoral environment, respect for the right to elect and to stand for elections, conduct of election management bodies, freedom to campaign, gender equality, voting and counting processes, electoral dispute resolutions and other aspects.


ENEMO notes that it is open to cooperate with all domestic and international stakeholders whose core values match those of the Network: respect for human rights and the strengthening of democratic processes and the rule of law. Besides direct observation, the Mission members will be meeting with election management bodies, with representatives of state authorities, with political parties and candidates, civil society, media as well as with the international community. All these meetings will be conducted in order to receive a more comprehensive picture about the electoral process in Moldova.

The findings will be made available to the public through one interim report which will be issued approximately one week before election day, two statements of preliminary findings and conclusions which will be published and presented through a press conference right after the election day and, respectively, after runoff day, and the final report, complete with recommendations on eventual improvements in the field of elections in Moldova and related policies, will be issued approximately two months after the election.
