Electronic taxation system in public transport in Chisinau discussed at new public debate

The implementation of the electronic taxation system in public transport in Chisinau would enable to better monitor the flow of passengers, the carriers and the collected fares. Ex-Minister of Infrastructure of Ukraine Alexandr Maliv spoke about the electronic taxation model and its implementation in stages in Odessa city in the second public debate on the electronic taxation system, IPN reports.

According to Alexandr Maliv, the electronic taxation system will contain a payment processing model that will determine in what unit of transport, at what hour and by whom the payment was made. For the purpose, the passenger will buy a card with a microchip.

The Ukrainian expert said the implementation of such a system would eliminate unfair competition between carriers. “Owing to modern technologies, you can request that the carriers obey the rules and the schedule. The control throughout the system is ensured through GPS and the payments made by travelling people are recorded online,” stated Alexandr Maliv.

The system will enable to determine the number of passengers who enter the unit of transport online. If several persons who didn’t pay are identified in a particular unit of transport, a team of inspectors will be sent for checks immediately.

In Odessa, the project was already approved by the municipality, but is at the pre-implementation stage. According to the expert, the implementation of the project would last for at least one year.

Director of a Moldovan IT company Calin Gryadchenco suggested implementing IT systems in the payment collection process. Each person would be given a card that could be adjusted by a bank card, the mobile phone or a digital wallet with which payments would be made conveniently.

Gheorghe Morgoci, head of the Chisinau Electric Transport Company, said the company is ready to switch overt to the new system. “Until know, we knew what we should do, but know we know how we should do. We want to remove the human factor from the money collection process. For the purpose, the CMC should only adopt the decision and empower a person to deal with the project so that we could implement it,” he stated.

If the project is approved by the Chisinau Municipal Council, an international tender contest will be held to choose the company that will develop the new system in the public transport network in Chisinau. The project would cost 120 million lei, according to a study conducted in 2013. Gheorghe Morgoci estimated that the money could be recouped in about four years.
