Elections in plain words: what documents can be used to vote

The citizens in the elections held in the Republic of Moldova can vote with the identity card of the citizen of the Republic of Moldova with the accompanying loose-leaf that confirms the voter has the domicile or residence in the area covered by the polling place.

The Moldovans can also vote with the temporary identity card (form No.9) with the mentions concerning the Moldovan nationality and the holder’s domicile. These can be issued before and even on the election day by the Public Service Agency if the citizen who wants to vote does not have the identity card with the accompanying loose-leaf. At the previous elections, the documents issuing divisions on the election day worked from 7am until 9pm and provided the applicants with temporary identity cards.

The period of validity of the temporary identity card cannot exceed one year. In the case of persons who refuse the state identification number (IDNP) and inclusion in the State Population Register, the temporary identity card is issued for ten years. The temporary identity card is handed over the day the application is submitted to the holders, who must put their signature, or to the legal representative or the proxy.

Soldiers vote with the soldier’s permit that is issued after they are drafted, at the polling place situated near their military unit and in the parliamentary elections vote only in the national constituency. If they have the domicile or residence in the single-member constituency where they do the military service, they can also vote for candidates in this constituency as well. Contract service members vote with the identity card at the place of residence or domicile. The persons involved in civil (alternative) service vote with the military book where they have the place of residence or domicile.

The Moldovans abroad vote with the passport of the Republic of Moldova or the sailor’s permit at polling places established outside the Republic of Moldova. Those whose identification papers expire on the election day will be able to vote without impediments.

The students with the right to vote who study at an education institution in a locality where they do not have the domicile or residence in the parliamentary elections can vote at polling places in the constituency where the education institution is situated, but are obliged to present the identity card with the accompanying loose leaf and the student’s card of the education institution. The students who have the domicile or residence in the uninominal constituency where the education institution where they study is situated can also vote for candidates who run in the uninominal constituency.

If the voters cannot go to the polling place within the area of their valid domicile or residence, they can ask, before the election day, two types of right to vote certificates for the parliamentary elections of February 24. One type of certificate can be used by the elector to vote in the single-member constituency at another polling place and even in another locality, but only within the area of the valid domicile residence. The other certificate can be used in the national constituency to vote at any of the polling places. With the given certificate, the person can vote at another polling place also in the consultative referendum.
