Elections in plain words: how those who will not be at home on election day can vote

The citizens eligible to vote can vote in the parliamentary elections and the consultative referendum of February 24, 2019 at the polling place opened near their domicile or place of residence. If the elector has domicile and also residence, in the period of validity of the residence this votes in the locality where he/she has the place of residence. The citizens who live outside Moldova or will be abroad on the election day can vote at one of the 125 polling places that will be established abroad. At these polling places, the voter fills out and submits an own responsibility statement concerning refraining from multiple voting. The person who will be on the country’s territory, but in another locality than the palace of residence or domicile could vote by presenting the right to vote certificate alongside the identity card.

Two types of right to vote certificates can be asked for the parliamentary elections of February 24. One type of certificate can be used by the elector to vote in the single-member constituency at another polling place and even in another locality, but only within the area of the valid domicile residence. The other certificate can be used in the national constituency to vote at any of the polling places. With the given certificate, the person can vote at another polling place also in the consultative referendum. To take the right to vote certificate, the voters can go to the electoral office of the polling place within the area of their residence or domicile. The certificates can be requested when the electoral offices are constituted. The deadline for forming the electoral offices was January 29. Certificates can be requested by February 23, between 8am and 5pm. At the electoral office, the voter presents the identity card and submits an application.

The voters who will be in shelters, jails, rehabilitation institutions and military hospitals could vote at polling places established near the institution where they are. They could vote only for the contestants from the national constituency, which is for candidates for MP from the national list of political parties, and in the national consultative referendum. Voting in the uninominal constituency will be allowed only if the institution where these are is within the area of the electoral constituency where they have the domicile or residence. The managers of institutions will fill out the form from the additional electoral list with personal data of institutionalized persons and will transmit the completed list to the electoral office of the polling place in the period starting two weeks before the election day or by 6pm of the day prior to the election day.

The persons who are not registered at their domicile or their residence is expired in the parliamentary elections can vote for contestants from the national constituency and in the national consultative referendum at any polling place, where they will be put on additional voter rolls. These are obliged to fill out and submit an own responsibility statement concerning refraining from multiple voting.

The students with the right to vote who study at an education institution in a locality where they do not have the domicile or residence in the parliamentary elections can vote for candidates from the national constituency and in the national consultative referendum, at polling places in the constituency where the education institution is situated, and are obliged to present the identity card with the accompanying loose leaf and the student’s card of the education institution. The students who have the domicile or residence in the uninominal constituency where the education institution where they study is situated can also vote for candidates who run in the uninominal constituency.
