Elections in constituency No. 38 Hâncești: profile of candidate Vitalie Balinschi

The article forms part of a series that presents biographical data, information about the incomes, property and professional experience of the candidates for MP in single-member constituency No. 38 Hâncești.

The Shor Party’s candidate Vitalie Balinschi is the fourth on the ballot. He is a jurist by profession and is now the vice president of the Shor Party and the head of the party’s Hâncești local organization. In 1998, he graduated from the Law Faculty of the Free International University of Moldova, with a bachelor’s degree in economic law. He got a master’s degree from the Public Administration Academy.

Vitalie Balinschi served as the head of the State Tax Inspectorate of Orhei discrete and the head of the State Tax Inspectorate of Chisinau municipality.

In 2011-2015, Vitalie Balinschi sat on the Orhei District Council, whereas in 2015-2019 on the Orhei Municipal Council.

For January 1, 2018 – December 31, 2019, the candidate declared revenues of 235,000 lei earned as salary from the party and from a limited liability company. He also earned over US$ 700 from deposits at financial institutions and €24,000 from the sale of a car. Also, Balinschi and his wife declared over 24,000 lei allowances received from the Orhei Mayor’s Office and €1,800 and over 107,000 lei gained on birthdays. The candidate also earned over 78,000 lei and more than €5,000 rent. Vitalie Balinschi owns two pieces of land, an apartment and two cars.

Earlier, the candidate said his goal and the goal of his party’s team is to transform Hâncești and the localities that form part of the constituency by the model of the reforms done in Orhei and the villages of this district. “I, together with the team and the president of the Shor Party, as we promised, aim to transform Hâncești in a European town, as we did in Orhei,”stated Balinschi.

Vitalie Balinschi, 43, is married and has three children.

The Central Election Commission set new parliamentary elections in Hâncești for March 15 after Democratic MP Alexandru Botnari renounced the seat of MP won in this constituency in favor of the post of mayor of Hâncești municipality that he secured in the November 3 mayoral runoffs.
