The Party of Socialists’ candidate Ștefan Gaţcan is the second on the ballot. He is an obstetrician-gynecologist by profession and is a university professor, doctor of medical sciences and echography. He managed the Mother and Child Institute since 2012 until the start of 2016. Currently, he is the director general of the Extramed Medical Center that he founded in 1999. He also teaches at the State University of Medicine and Pharmacy “Nicolae Testemiţanu”.
In 1978-1984, Ștefan Gaţcan studied general medicine at the State Institute of Medicine and Pharmacy “Nicolae Testemiţanu”, which is presently a university. After completing his studies, during a year he worked at the Clinical Hospital No. 1 in Chisinau. Later, in 1985 – 1999, he headed the maternity hospital in Ungheni town, working simultaneously as a senior specialist in obstetrics and gynecology.
From 1998 until 2001, he studied at the Public Administration Academy. In 2001, he took his doctor’s degree from “Nicolae Testemiţanu” University. In 2003-2007, he studied at the University of European Studies and got a master’s degree in law from this. He published tens of scientific works, including monographs, and holds patents for inventions.
According to the property and interests statement submitted to the Electoral Council of the Hâncești Electoral District, Ștefan Gaţcan during January 1, 2018 – December 31, 2019 earned over 245,000 lei revenues from the services provided at the medical center and almost 57,000 lei from teaching work. In 2018, he acquired a car made in 2010, whose value is of 200,000 lei
The candidate owns two lots bought for almost 2,500 lei in 2009 and two apartments for which in 2014 he took out a home loan repayable in ten years. One of the apartments is 90 square meters in area, while the other one is 73.5 square meters in area. These are valued at 1.7 million lei.
On April 8, Ștefan Gaţcan turns 59. He was born in Molovata village of Dubăsari district. He is currently not married and has four children.

The Central Election Commission set new parliamentary elections in Hâncești for March 15 after Democratic MP Alexandru Botnari renounced the seat of MP won in this constituency in favor of the post of mayor of Hâncești municipality that he secured in the November 3 mayoral runoffs.
