E.B.R.D. experts on visit to Chisinau
A group of experts of the European Bank for Reconstruction and Development (EBRD) is visiting Chisinau with the purpose to provide technical assistance to the Moldovan government to draft a law on development of crediting mortgage, according to the website www.ipoteka.md.
According to the senior adviser for the law department of EBRD, Frederique Dahan, the experts are ready to meet with participants in the mortgage crediting market in order to learn their opinion about this law, which must meet the expectations of [participants in this market and encourage the development of this section above all.
„The goal of this visit of experts aims deeply to analyse the situation on market, to establish new contacts and to identify the expectations of the market,” Dahan said.
Dahan noted that EBRD experts will not limit to talks and consultations on drafting of a new mortgage law. The draft document will be presented for public debates, while the proposals will be taken into consideration for the final draft law.
The group of experts met with representatives of banking community, of the National Agency for Housing, and of the private sector of economy last week.
„We are glad to ascertain that the mortgage crediting in Moldova is developing. The boost of competition on this market reduces the rates on mortgage credits and increases their terms,” Dahan underlined.
She stressed that it is difficult to say when the new law will be enforced because its adoption depends on the Moldovan government and parliament. Dahan emphasised that Romania needed two years and Ukraine more time in order to draft and adopt the mortgage law.
„Our meetings with representatives of the government and parliament reveal that officials are aware of the need to adopt this law as soon as possible,” group expert Rorry Spane said.
The EBRD experts consider that the draft mortgage law will be available for public debates in May-June 2006.
