Info-Prim Neo News Agency has launched an opinion poll on the settlement of the Transnistrian conflict among leaders of political parties, representatives of the civil society, and opinion shapers from both banks of the Nistru. The survey is aimed at finding out viewpoints that could contribute to the improvement of the present situation. All the participants were asked the same two questions. This time, the answers are given by Dumitru Braghis, president of the Social Democratic Party (PSD)
[ - How can the Transnistrian dispute be solved in your opinion? In what way, through what mechanisms and during what terms is a settlement possible?]
- The Social Democratic Party (PSD) has its own viewpoint on how Moldova can be reunified. This stance has materialized into a realistic plan that includes definite measures aimed at reestablishing the confidence between the people living on the two banks of the Nistru, between the political elites, between the representatives of the business circles and at strengthening the civil society.
The plan worked out by PSD includes four basic stages:
1. Formulation of the economic development program of Moldova, including the eastern districts, which would envisage the economic reintegration, the creation of a common economic and financial environment;
2. Spiritual-cultural integration, creation of a common educational, scientific, cultural and informational area;
3. Legal reintegration, creation of a common legislative basis and harmonization of the legal systems;
4. Political reintegration, establishing partnerships between the political elites, union of political parties and formation of a common electoral system.
If the unification model proposed by PSD is implemented, no one will feel defeated as the victory will be the result of concerted efforts. This plan differs from the others because it lays emphasis on economic and social, not political factors, on the commercial relations, on joint economic projects, on the possibility of offering autonomous trade preferences in the trade with the EU to Transnistria as this means a lot of advantages.
As to the terms during which the Transnistrian conflict could be solved, it is evident that the country will not be reunified until the present Communist government is in power. We will have to get rid of this stamp, to establish relations with the neighbors and the international community that have been seriously damaged by the present government, to restore Moldova’s image of reliable partner.
[ - How do you think, how efficient and relevant to the created situation are the steps taken by the administration of Moldova at present? When do you think the effort made by the authorities will begin to produce results and what results we can expect?]
We can easily see that the measures taken by the current government are chaotic and inconsistent and that the authorities do not have a strategy, a plan or even political will to solve the Transnistrian dispute. Given that the government plagiarizes the ideas of different parties, not being able to include them into a complex plan, we cannot expect certain results. Moreover, we can say that the government’s tactic of confrontation and permanent search for persons to blame has led to the worsening of the situation.
