Dubasari district administration impels peasants to sign contracts with Transnistrian authorities, says Promo-Lex Chairman
The Dubasari district administration impels the peasants owning farmlands on the soil controlled by the Tiraspol regime to conclude contracts of „giving for temporary usage” with the break-away authorities, says Ion Manole the chairman of the Promo-Lex Organisation. However the head of the district Grigore Policinschi denies it.
Ion Manole has told Info-Prim Neo he had received more phone calls from inhabitants in those villages announcing that the district administration impels them to conclude such contracts. The action, Manole believes, is illegal. He considers signing contracts with the break-away authorities is nothing but an action jeopardising the inalienability of the Moldovan territory.
Asked by Info-Prim Neo to comment on those signals, Grigore Polcinschi has stated the district administration compels no one to conclude such contracts. Moreover, there are requests from peasants who want to fill in those contracts in order to be able to farm their lands. Yet, he says, there are people not willing to work, preferring to get subsidies from the state, that is why such statements have appeared.
Polcinschi has mentioned that the agreement on signing contracts with the separatists was reached following more talks, including with the involvement of the OSCE Mission, and it represents for those peasants a temporary crisis solution. According to him, technical proceedings are being adjusted so that later this week, the land owners may start concluding those contracts. On their basis, they will receive free travelling certificates to farm their soil, not being levied taxes at the same time, Polcinschi said.
The problem of the peasants from Dorotcaia and other villages from the area is one of the most difficult talking points between Chisinau and Tiraspol. The Transnistrian authorities for several yeas do not allow the peasants to go and work their plots beyond the Rabnita-Dubasari-Tiraspol roadway. The lack of a compromise in this problem triggered the break of the talks in the „5+2” format on 27-28 February.
