Depositors of “Banca de Economii” have one month to receive deposits indexed at first stage
The central commission under the Government for indexation of money deposits of the citizens urges the depositors of Banca de Economii , who were born before 1940 and who submitted the application forms until November 1 currently, to apply until December 29 to the agency or subsidiary of BEM to receive the money indexed at the first stage.
Concomitantly, the depositors born before 1943 can also go until December 29 to any subsidiary of BEM to submit the application in order to be included in the list of persons benefiting from indexation in 2007.
On October 18, the Cabinet approved the inclusion of BEM depositors born in 1940in the list of the beneficiaries for this year, as the applications coming from the depositors born before 1939 were submitted fewer than the sum of means planned in this regard in the State Budget Law for 2006 (MDL 65 mln). On October 1, the Ministry of Finances transferred MDL 45.3 mln to BEM for these payments.
According to the legislation, the ratio RUR 1 to MDL 1 will be applied for recovering the first thousand rubles of the cumulative trade balance in all the accounts held by a natural entity. The trade balance that exceeds the sum of RUR 1 thousand will be indexed according to the ratio MDL 1 to RUR 2.5. The payment of the indexed sums will be performed in stages, according to the limit stipulated in the Law on Budget for the respective year, depending on the depositor’s birth year.
Initially, it was announced about 1 million 988 thousand accounts and a balance of the deposits of RUR 4 bln 137.3 mln. Afterwards, when BEM had reassessed the accounts, taking into consideration the indexation for 1995-1997, the figure reduced to 1.298 million, while the sum from the accounts - to RUR 2 bln 731 mln. 18% of the depositors have no successors and, in case they die before recovering the indexed money, their accounts will be closed. About 300,000 depositors lost the Moldovan citizenship, while another 500,000 – had in 1992 sums of up to one thousand rubles put in bank accounts.
After putting into circulation, on November 29, 1993, the Moldovan Leu and liberalization of the prices, people’s deposits devaluated over one thousand-fold.
