Debts to state social insurance budget account for about 1 billion lei

The debts of the state social insurance account for about one billion lei, the chief of the State Fiscal Inspectorate, Sergiu Puscuta, has recently told journalists. He said that these debts have been raised during many years and it is problematic to collect them from economic agents because many of those that created these debts do not work or face financial problems. At the same time, a part of this amount is owed by institutions financed from local budgets. „It is worked with these taxpayers every day, but measures of forced collection or sequestration and blocking of accounts are used in extreme situations only,” Puscuta noted. “These measures are not very popular because we try to avoid them. We strive to collect the debts on voluntary principles, partnership, good understanding of legislation and its execution,” Puscuta said. He underlined that the financial discipline of taxpayers regarding fiscal taxes has strengthened in the first months of this year. “The pace of collections has grown by 25 percent in 2006 and this is a relevant enough rise regarding the economic growth on country and financial possibilities of economic agents to honour their obligations towards budget,” Puscuta added. He stressed that the implementation of the personified taxpayer record programme implemented by the National State Social House has a decisive influence on the rise of collections to the state social insurance budget. This mechanism, Puscuta continued, encourages the salary earner to learn if the employer respects the legislation and pay contributions to the social fund accordingly to the paid salary.
