Compulsoriness of public authorities to create web pages will ensure the transparency of their activity
Authorities of the public administration are obliged, according to a Governmental decision to create official web pages in the Internet network, fact that will ensure the transparency of their activity and the access of the population to the decision-making process, Ion Cosuleanu, the manager of the project “ Support for implementing the component electronic governing of the National Strategy “e-Moldova” states.
According to Cosuleanu, the advantages of the decision are obvious; it will allow carrying out public services for population via Internet. At the beginning, the sites will have displayed on only plain information, and the next stages, the interested persons will be able to have a direct dialogue with the authorities and having the possibility to ask and make proposals on different issues. On the official page of the Government this principle is already partially implemented and on the page of Ministry of Informational Development (MID) for several months is possible to submit requests for registering enterprises. The facilities will be extended by applying the digital online signature, when it will be possible to sign the documents without going to the needed institution and without losing time, Cosuleanu added.
The representative of UNDP mentioned that the implementation mechanism of the National Strategy “e-Moldova”, inclusively the mentioned-above decision was recently discussed at a round table together with the representatives of the local and central public administration authorities who are responsible for the Action Plan of the Strategy. In this way, until the end of August, 2006, the new requirements must be applied by the central public authorities, and until December, 2006 – by the local authorities.
According to the Governmental decision that came into force at the end of the last week, the public authorities are obliged to have an official web page where the information about their activity will be presented, ensuring as well the authenticity, plenitude and actualization of the information.
The information presented on the web pages of the public authorities will be published obligatory in Romanian and Russian, and if necessary – in other languages as well, according to the Legislation on the functioning of languages.
The Ministry of Informational Development together with the Intelligence Service will elaborate and approve during one month the standard request for these pages. In the same period, the Ministry of Finance will identify the necessary financial resources for the annual maintaining of the official pages. The local public administrations will include annually financial resources for the implementation of the project.
According to a research performed at the end of 2005 within the project “Support for implementing electronic governing of the National Strategy “e-Moldova”, of the total number of local authorities’ offices 23% have access to Internet, inclusively at central level – about 88%, at the local level of II degree – 92%, at the local level of I degree – 15%. At the same time, 82% of the institutions of central level and only 1% of the local level have web pages, but, according to Cosuleanu, few comply with the new standards.
