In a coalition government, communication between the components is essential especially because Moldova is doomed to have coalition governments for a long time on. Such an opinion was stated by participants in the public debate “Lessons learned and lessons to be learned. Overcoming and prevention of political crises: role of the political class and society - 1” that was staged by IPN News Agency on July 8.
Ecaterina Mardarovici, executive director of the Women’s Political Club 50/50, said that the secret agreements was an important thing that was eliminated when the Pro-European Coalition was created. The secret accords are a weapon leading to conflicts as a component of the alliance can any time use it. On the other hand, communication in the new government coalition was ensured by instituting bodies that secure its functioning.
Public Policy Institute director Arcadie Barbarosie said the first and most important lesson learned from the overcome crisis is that Moldova will have for a long time coalition governments, which are not viable by their nature and which will introduce elements of instability. “But these governments must understand that besides managing the state, they play an important role in forming mentality, which is mainly patriarchal. There was no communication at internal and external levels starting with the first alliance. The leader of the Liberal Democratic Party Vlad Filat said that more political crises will occur in Moldova and the country cannot be protected from them, but it is important for society to be able to solve these crises with minimal losses. Despite all the complications deriving from a coalition government, this form of government is preferred to one-party government owing to the internal control ensured.
The director of the Association for Participatory Democracy ADEPT Igor Botan believes that the agreement of the Pro-European Coalition is a very good model and a good start for relatively viable foundations for future coalition governments. “We saw that progress was made, but we should not be naïve as secret agreements will always exist. We, those from outside, should guess their goal and should emphasize our goals and exert pressure on the politicians in an implicit manner,” said the expert.
