The Democratic Party’s proposal to the bloc ACUM to undertake the post of Premier in an eventual government coalition in the PDM-ACUM format could be a tactical move for actually forming a PDM- PSRM coalition. At the same time, this proposal could be real as only a Prime Minister of ACUM could unblock the macro-financial assistance promised by the EU, which is needed by Moldova in the current situation, stated expert in political sciences and journalist Igor Volnitski, being quoted by IPN.
According to him, when the bloc ACUM was offered the post of Prime Minister, the Democratic Party in fact acted tactically: “The PDM knew the bloc will decline the negotiations and this way paved the way for a coalition with the Socialists”.
The second possible explanation is that the PDM really wanted a coalition with the bloc ACUM and sincerely offered this the post of Premier as the state treasury is reportedly in a very bad state, especially after the election campaign and the implementation of projects with a powerful electoral impact. “In the current situation, without foreign assistance, especially on behalf of the EU, it is highly improbable we will be able to cope alone. It’s clear that a technical Premier, a Premier representing the Democrats or any other Premier will have slimmer chances of unblocking the financial assistance of the EU than a Premier who would represent the camp of ACUM,” stated Igor Volnitski. At the same time, even if an coalition between ACUM and the PDM is formed, this would dissolve swiftly, he said.
Editorialist Nicolae Negru noted he considers the PDM’s proposal is logical. “The bloc ACUM gained a larger share of the people’s vote and it is thus normal for this to hold the post of Premier, whereas the Democrats have no other option. Even if apparently a coalition with the Sociologists could be formed, the PDM wouldn’t be at all advantaged in such a situation first of all because it has fewer seats, while the Premier should represent those who have more seats – the PSRM. If the Socialists hold the post of President and of Premier, which are the key executive posts, surely their political weight will be much greater than that of the PDM,” stated the journalist.
Furthermore, such a coalition necessitates changes in positions on the part of the Socialists and of the Democrats, first of all in terms of geopolitics. That’s why things are not so simple. “Such a push of the PDM towards Dodon, but actually towards Russia, is not at all in the Republic of Moldova’s interest. Despite the existing conflicts and antagonism between the PDM and ACUM, they are closer to each other from doctrinaire, ideological viewpoint that the Democrats with the Socialists,” stated Nicolae Negru.
Vlad Kulminski, executive director of the Institute for Strategic Initiatives, said the PDM’s proposal concerning the post of Prime Minister is actually a poisoned apple. “I think we have witnessed from the very beginning a well-orchestrated play and the last act of this play has been staged during the past two-three years. This cooperation between the PDM and the PSRM was evident for everyone,” he stated.
According to him, a kind of technical, not open coalition between the Socialists and the Democrats is to be now created. “That’s why they will form a kind of hidden coalition that will be technical and veiled in many nice clothes for the public. Evidently, the blame is to be placed on the bloc ACUM and this is what we see at the current stage,” noted Vlad Kulminski, adding he considers this proposal wasn’t a serious one.
The executive council of the Democratic Party on March 14 issued one more invitation to a dialogue on the formation of a parliamentary majority to the electoral bloc ACUM, saying it is ready to concede the administration of the future Government, including the post of Prime Minister. ACUM declined the second invitation as well.
