The National Medical Diagnostic Center violated the contract with the National Health Insurance Company (CNAM) when it suspended bookings for policy-based examinations, states CNAM vice director Iurie Osoianu.
Speaking at a press conference Tuesday, Osoianu said that because of a poor management of the booking process, the total value of the services provided by the Center in the first seven months of this year amounted to 38.6 million lei, exceeding by 11.3 million lei the budget available for this period as per the contract.
Although the Center's management allocated certain quotas of medical examinations for institutions located outside of Chisinau, those institutions failed to observe them. While some examinations had to be performed by those providers, they instead needlessly referred patients to have advanced examinations, thereby violating medical care protocols.
After CNAM sends its inquiry report to the National Medical Diagnostic Center, it will have 5 days to respond to the findings.
The Center announced on August 1 that it could no longer book patients with a CNAM health insurance policy for free-of-charge examinations and that they had to pay. The alleged reason was that the funds transferred by CNAM had been used up. On August 13, policy-based booking was resumed.
