Adrian Zhuchkan, the ex-deputy director of the National Health Insurance Company (CNAM), said the current administration of the institution commits abuses and illegalities. In a news conference hosted by IPN, Adrian Zhuchkan, who worked at CNAM for 13 years, said that since last November until now, CNAM director Ion Dodon dismissed five persons from administrative posts held at the Company. Such a situation hasn’t been met during the 20 years of the institution’s founding.
“Three vice directors were dismissed in two-three months of the appointment of Mister Dodon. The first two, Miser Iurie Osoianu, who had worked at the institution since 2002, which is for almost 20 years, was dismissed. The second, Mister Denis Valac, who had worked at the institution since 2019, which is for almost three years, was also dismissed in a short period of time. I was dismissed recently, in July. So, this is an unprecedented situation,” stated Adrian Zhuchkan. All the three dismissed deputy directors filed lawsuits, challenging the dismissal orders that they consider abusive.
He also said that he was dismissed because he opposed allowing deviations from the legislation. He said that since 2014 until 2019, he worked at different institutions, both public and private, and in September 2019 returned to CNAM. When Valentina Buliga was dismissed from the post of CNAM director general in August 2021, Adrian Zhuchkan Adrian Jucican became acting director of the institution based on an order made by Prime Minister Natalia Gavrilița.
“I issued an order by which I banned using company cars for personal interests, which hasn’t been done at CNAM earlier. No vice director or division head, no other person was to use the car if only strictly during the working hours, except for holidays and different types of leave. Moreover, persons were penalized in this regard. I laid emphasis on internal discipline as, without internal organizational discipline, in a group of almost 300 employees, it is hard to ensure proper organization of internal affairs. We had permanently monitored the spending of public money, both at the central office of CNAM and at the five local agencies of the institution,” stated Adrian Zhuchkan.
He noted that Ion Dodon was named the company’s director general in November 2021 without having experience in the field and without knowing the particularities of the system. He worked at the Ministry of Health, but as a jurist, division head, secretary of state.
The ex-deputy director warned the country’s administration, President Maia Sandu and Prime Minister Natalia Gavrilița about this situation, calling on them to intervene.
