Chisinau Mayoralty solicits taxes on waste
The mayoralty intends to solicit the Govern to start the procedure of legislative initiative for levying tax on waste. According to the interim-Mayor, Vasile Ursu, this solution is necessary in order to overcome the long term difficulties that appear between the municipal services and the economic units or the householders regarding the transportation of wastes.
The head of the “Autosalubritate” management, Tudor Maniv, declared at the Mayoralty operative meeting on Tuesday that levying tax is inevitable in the situation when the economic units or particulars refuse to sign waste transportation contracts with “Autosalubritate”. According to him, by now, only 18 thousand economic units from those 60 000 concluded this kind of contracts and from 17 thousand particular house owners only 30 %. Maniv said that even if the price for one month for the particulars constitutes 5,6 lei for a person the preventing actions of management’s employee’s and district police officers to determine the population to pay for these services are not efficient.
The head of “Autosalubritate” mentioned that on the last Saturday was registered a record for the last 25 years of the transported amount of trash, 3,7 thousand cube metres, even if according to the contracts the management must transport 2,7 thousand cube metres. He added that daily are transported by nearly 700 cube metres more than planned; the surplus comes from the particular houses building sites. In this case the employees of the management are exploited because they are not obliged or paid to heave in the transport units “50 kg bags of contraction materials”.
In order to solve the problem, the interim-Mayor, Vasile Ursu requested from the leadership of the “Autosalubritate” management to examine and to propose together with the economic services from the Mayoralty calculations regarding the future taxes for trash transportation. He said that as a result it will be possible to purchase the necessary transport for the enterprise, fact that will make the wastage transportation more efficient. The Mayor said that the taxes could be even smaller than the present ones, but paid by all the population will help “break the deadlock in this area”. Because in the last years the amount of wastes grew, especially because of the excessive packages from the commercial network, the sanitary standards adopted in the ‘80s - 1 cube metre for a person per year are not anymore adequate, added the Mayor, also saying that at the moment one inhabitant of the city produces 1,5 cube metres of transported wastes.
