Chisinau Court: The deadline for solving cases has been reduced, the stock of pending cases remains high

In 2024, the volume of cases settled by the Chisinau Court reached 77.6 thousand out of 107.9 thousand, and the settlement rate increased significantly, reaching 71.6%, compared to 66.1% in 2023. Although the stock clearance time has considerably decreased, the number of backlog cases remains high - 30.6 thousand cases. The reduction of examination deadlines, especially in civil and administrative cases, has been an important achievement this year, according to Livia Mitrofan, Acting President of the Chisinau Court, who presented the report on the activity of the Chisinau Court, IPN reports.

The report reveals that the Chisinau District Court entered 2024 with a backlog of 41.6 thousand files, with 66.3 thousand lawsuits filed. The total volume of files handled by the court in 2024 amounted to 107.9 thousand files, which is quite a high volume, according to Livia Mitrofan. At the same time, during the previous year, 77.3 thousand cases were examined and concluded, and the remaining cases pending amounted to 30.6 thousand. The duration of stock liquidation is 144 days.

According to Livia Mitrofan, one of the important achievements is the significant reduction in the time taken to examine cases. In civil cases, which are also the most, from 254 days in 2023 to 169 days in 2024. There has also been an increase in the rate of settlement of administrative cases, with the time taken to clear the backlog of cases falling from 752 days to 385 days.

As regards criminal cases, there was a decrease in the examination time from 606 to 510 days as judges concentrated on old cases. The examination time for criminal corruption cases decreased from 1217 to 775 days. The clearance rate of cases increased 71.6% from 66.1% in 2023.

Each judge handles 924 cases annually, with an average monthly caseload of 55 cases.

According to Livia Mitrofan, after a shortage of employees, which was delaying the examination of cases, in 2024 the shortage of staff was alleviated, with sufficient clerks and assistants being hired.

Sergiu Caraman, president of the SCM, noted that an improvement can be seen in several chapters in the work of the Chisinau Court, which would not be possible without efficient administration, dedicated judges, assistants who perfect quality draft judgments, clerks who do their job and other employees who contributed to the achievements. According to Mr. Caraman, there are also certain challenges, such as those revealed by the inspection carried out by the Judicial Inspection.

More than 700 people are employed at the Chisinau Court, spread over five locations. 156 of all employees are judges. Last year, 11 judges were suspended, seven resigned and five were appointed by presidential decree.
