Chisinau councilors fail to reach understanding
The Chisinau councilors were today unable to break the deadlock the City Council has been trapped in for two weeks now. After more than two hours of animosities, Communist councilor Alexandru Roman, elected on June 6 as chairman of the meeting, decided to close it. After a break announced by Mihai Ghimpu in order to “cool things down”, the councilors that once formed the majority coalition returned to the sitting hall, but left it shortly, leaving everything in the air.
Disputes have started early in the morning. Both Mihai Ghimpu and Alexandru Roman rushed to occupy the central seat in the presidium. But they failed to distribute the roles, making the atmosphere as tense as it could get. Ghimpu challenged the legality of electing Roman to chair the meeting as well as his dismissal from the office of CMC chair, endorsed by 27 councilors (PCRM, PPCD, PUCM, PSD and Ravnopravie). According to him, two weeks ago, the draft of the dismissal motion didn't follow the full procedure and wasn't countersigned by the CMC secretary, that is why it was illegal. At the same time, Alexandru Roman and the Communist faction begged to differ, arguing the voting procedure met all the legal norms.
Adding fuel to the fire were a group of disgruntled citizens, mainly Nistru war veterans, who entered the sitting hall and protested against the situation in the City Hall. The declared they wouldn't leave the place until the Communists and their recent allies didn't leave the sitting. A struggle followed, during which the protesters elbowed councilor Valeri Klimenko of Ravnopravie, while others cried out slogans against both the Communists and the Liberals .
Mayor Dorin Chirtoaca called everyone in the sitting hall to order asking them to express their views in a civilized manner. The mayor described the situation in the Council as a violation of the legislation by the newly-formed coalition. According to him, even if the pressure is high, the former coalition must not surrender its positions. “If we allow the law to be violated, what would Chisinau's residents think of us?” declared the mayor.
Mihai Ghimpu proposed that all the faction leaders should meet separately in order to find a way out of the deadlock. The proposal was coldly received by the Communists, but saluted by Social Democrat leader Eduard Musuc. Some councilors said the Parliament should step in to settle things.
