Chisinau City Hall’s accounts sequestrated over non-implementation of ECHR decisions
The accounts of the Chisinau City Hall have been blocked because members of the apparatus of the president of the Chisinau Municipal Council (CMC) hold up the correspondence. The statement was made by the head of the Legal Division Diana Gurschi at Monday’s meeting of the City Hall, Info-Prim Neo reports.
“Since the working apparatus of the CMC president started work, the Council’s correspondence is registered separately from that of the City Hall. Afterward, the correspondence is sent selectively to the City Hall’s apparatus for fulfillment. Today we received a petition from the Government, which provides for the implementation of the decisions of the European Court of Human Rights (ECHR). The letter was registered at the CMC apparatus last October,” Diana Gurschi said.
According to the quoted source, this is not normal because the City Hall’s accounts have been sequestrated following the non-implementation of the ECHR decisions by the CMC.
Mayor of Chisinau Dorin Chirtoaca said that the doubling of the activity of the executive is a well-known political problem. “We will have to come into possession of the information even if it is sent to other addressees,” the mayor said.
In another development, he said that there were cases when parts of the draft decisions prepared by the City Hall’s subdivisions had been modified and replaced by the relevant commissions of the CMC. “This is called falsification,” Chirtoaca said.
Therefore, all the civil servants that formulate draft decisions will sign and put the stamp on the verso so that the proposed legal term is not modified,” the mayor said.
