Chisinau City Hall will draft regulation on monitoring of housing building for budgetary sector
The commission for constructions, architecture and land resources of the Chisinau Municipal Council (CMC) ordered the competent structures of the Chisinau City Hall on Tuesday, March 21 to draft a regulation to stipulate mechanism of control on construction of residential blocks for budgetary workers.
The commission members demanded that the regulation indicate the local officials who must be punished for violations in this process.
Commission chairman Pavel Caba stated to Info-Prim Neo that some reshuffles have been performed in the local executive power, while those who have left from different causes, either they tendered resignation or were sacked, were in charge with this process.
„At present, there is a need to know who and how is built, if the housing process is not violated, if the apartments are not distributed to other persons but budgetary workers for whom they were built.”
Also, the regulation must stipulate the issuing of lists of budgetary employees from the municipality, no matter if they work in state or municipal structures, who truly need better conditions of living.
Caba considers that the local and central authorities have approved enough decisions until now to allow the decline of prices of apartments built for budgetary employees. They decided to offer free fields for construction, not to auction the fields in case of commercial constructions. Also, no VAT is in effect for such constructions, while the expense for interest rate on bank credits released to entrepreneurs for construction of blocks for budgetary workers is covered from the local budget, Coba added.
The regulation will be drafted and tabled at a next sitting of CMC.
