The Chisinau City Hall, assisted by the UNDP Office in Moldova, is going to formulate a series of methods meant to upgrade the efficiency of the local administration in the nearest future, Info-Prim Neo reports. Thus, an action plan for the implementation of the a project conceived by UNDP for the purpose of restructuring the City Hall’s Office will be drafted within three weeks at most. Project manager Andrei Cantemir announced that the plan for the launch of the project would be complete by the end of March, in order to start working on the project in May. According to Andrei Cantemir, the initial project has an available budget of 2 million euros and covers a two-year timeframe. The project aims to contribute to improving the level of efficiency of the local public administration and to optimizing the structure of the City Hall and of the local administration as a whole. Andrei Cantemir says the United Nations will attentively follow the willingness and efforts of City Hall’s and City Council’s structures to achieve higher levels of efficiency and carry out reforms to reorganize the municipality. Cantemir added that, at the first stage, an analysis of the existing City Hall’s and City Council’s structures will be conducted. At the second stage, the project envisages the formulation of a package of development strategies for the municipality, with an emphasis on HR and public expenditure management. The next three months, the national project coordinator will be the general mayor, who will work together with the project coordinator to establish the project administration board. This body will have the task to supervise and guide the basic activities, as well as to hear the project coordinator’s reports on the developments of the project. To appraise the situation of the local public administration, two international companies will be selected on a competition basis to provide expert advice and analysis. The general mayor urged all the municipal subdivisions to display openness to cooperation and offer the necessary information for the implementation of the project.
