The head of the Anticorruption Prosecutor’s Office Veronica Dragalin said the phenomenon of corruption in the justice system is the most dangerous type of corruption in the Republic of Moldova. Transparency needs to be ensured, while the court hearings should be open. Also, the population should be motivated to denounce the prosecutors and judges who ask for bribe, IPN reports.
“Transparency in the justice system is extremely important. This is what does not exist in the Republic of Moldova – the hearings are held behind closed doors, the documents are not published. And I see a very great resistance in the system for not opening the doors and not showing what is going on, why a prosecutor or a judge took a decision or another. We should open the doors to the mass media to see the documents and it will be then clear which of the prosecutors or judges do not apply the law and commit illegalities,” Veronica Dragalin stated in the Justice Sector Reform and Corruption Fighting Forum 2022.
“I want to do my best for the Anticorruption Prosecutor’s Office to be more transparent. This will help also the honest ones from the system. It will be clearer who the honest ones are and who the criminals are.”
According to the official, the blame acceptance agreement should also be applied. This procedure exists now, but does not work.
The persons who know corrupt functionaries should be motivated to denounce them. By giving bribe, the persons encourage this phenomenon and the taking of illegal decisions.
Veronica Dragalin considers that as the chief of the Anticorruption Prosecutor’s Office, she should enjoy real autonomy and independence. For example, she should be able to constitute working groups consisting of officers from other institutions too, such as the Internal Protection and Anticorruption Service of the Ministry of Home Affairs. She believes that she must be empowered to ask the Superior Council of Magistracy to lift the immunity of a judge.
