Chair of Municipal Division for Protection of Children Rights dismissed
Svetlana Chifa, the chairwoman of the Municipal Division for Protection of Children’s Rights (DPDC) has been sacked with the vote of the majority of municipal councillors on Thursday, March 15. 22 communist councillors, 4 PPCD councillors and 2 social-democrats have voted for her dismissal. This time, too, the item related to the dismissal of a public functionary was not included in the CMC agenda, while concrete accusations of not fulfilling professional duties were not brought against the fired person.
Most of councillors insisted on voting the respective item without taking into account the opinion of the municipal deputy prosecutor Vladimir Adam, who mentioned that the proposal for sacking had to be voted following inspections and by bringing arguments regarding serious violations of professional responsibilities.
The “Moldova Noastra” Alliance (AMN) and the Social Action Bloc, which considered this dismissal illegal, refrained from voting. They are sure that DPDC chairwoman has adequately fulfilled her duties. AMN councillor Oleg Cernei requested the Municipal Prosecutor’s Office to analyse this case of abusive discharge from office. He also said that PPCD councillor Eugenia Starcea, who suggested the dismissal, should pay Chifa’s missed income if she wins a lawsuit.
Starcea submitted this proposal during the debate on the issue regarding the allocation of financial means for purchasing tickets for travelling in urban public transport for certain categories of underprivileged children. The PPCD councillor opined that this item was not prepared adequately by the Division’s chairwoman, for the reason that many children in boarding schools do not need these tickets because they use them only several times a month, when they go home. In the context, she mentioned that half of the money planned for paying the tickets could be allocated for financing some real needs of the underprivileged children, than be given to municipal transporters.
The PPCD councillor maintained that Svetlana Chifa had more shortcomings in her activity, including the admittance of taking children to the boarding schools without holding birth certificates, as well as the illicit sale of apartments belonging to children in custody.
All these charges were rejected by Svetlana Chifa, who mentioned that the registration of the birth certificates is reserved for the competence of the directors of boarding schools, while the fate of these children’s apartments is decided by a special commission operating in each Chisinau district.
