Certification Centre for the Public Keys of the Digital Signatures for Civil Servants Launched by the Government

The certification centre for the public keys of the digital signatures for public functionaries was created within the state enterprise “The Centre of Special Telecommunications”, subordinated to the Information and Security Service. The technical director of the centre, Vitalie Coceban said that this is the first step to the creation of a state system for special telecommunications, which will have all the public administration institutions in Chisinau connected to it. In 2007, the rayon centers will also be connected followed in 2008 by the rural settlements. The cost of the implementation of the first step of the project is approximately 15 million lei. The digital signature is a small program which can be attached to any document in electronic form. The documents having an electronic signature will be valid judicially. The chief of the Service for information and Security, Ion Ursu claims that this system has a high degree of security and allows the commitment of any information to electronic sources, even the most secret ones, as well as a development of the circulation of electronic documents among the representatives of public administration. Such a structure is not present in most of the CIS countries and even in some European countries. During a visit paid on Thursday at the Centre for the certification of public keys of digital signatures for public functionaries, the prime-minister Vasile Tarlev was given an official digital signature. The technology of electronic signatures is already used in the system for the electronic circulation of documents between the National Bank of Moldova and the Treasury.
