The candidates who will contend in runoffs can campaign after the Central Election Commissions (CEC) sets the date of the runoff vote by a decision. The election contenders can hold meetings with voters, while the local public authorities are obliged to ensure such meetings are held in equal conditions, IPN reposts.

The CEC said that in the runoffs the candidates cannot use the administrative resource, including to launch or to take part in the launch of infrastructure projects or to make purchases with funds from the national public budget, to use public property or equipment. The public authorities/institutions and the assimilated institutions cannot transmit/offer public property or other favors to election contenders if only on a contract basis, in conditions of equality.

The contenders are banned from organizing concerts, contests and other events or demonstrations by involving singers, creation and/or artistic personnel from the country and abroad, posting slogans or messages during such events and/or distributing materials that contain the symbols of the election contender or other elements that help to identify these, and from taking part in such events for political promotion purposes.

The election contestants can use, within the limits, the money collected until November 3 for covering costs incurred in the first round of voting. Costs for the runoffs cannot be covered from the Electoral Fund until the date of the runoff vote is not set by the CEC.

Political campaigning is allowed only until the Friday before election day, which is November 17, 2023.
