According to the Confederation, the major posts in the government are political and are distributed according to an algorithm as in any other coalition government, but the candidates for the other posts should be consulted with the employers and other entrepreneurial organizations. “I do not want to offend anybody, but the professionalism of some ministerial officials leaves much to be desired. If they are not competent, we will not be able to achieve what we want,” Cerescu said He asked that the impact of the legislative and normative documents on the activity of the economic entities should be analyzed before adopting them. The Confederation should also express its opinion on how the public money must be managed, especially the funds of the National Social Insurance House and the National Health Insurance Company, to which the employers transfer money. Gheorghe Cucu, the chairman of the Chamber of Trade and Industry, said that the business circle should be consulted in the process of formulating and adopting laws and Government decisions. He stressed the necessity of promoting a fair foreign policy by the government. “I mean a correct economic foreign policy that would allow us to contribute to the creation of a favorable image to Moldova at European and global levels,” Cucu said. In this connection, Cucu proposed reviewing the functions of the Ministry of Foreign Affairs and European Integration and of Ministry of Economy and Trade and decide which of them should be responsible for the foreign economic policy. Besides, the economic activity of Moldova's embassies abroad should be analyzed. Vladimir Florea, the president of the Union of Transporters and Road Workers, said that the responsibilities in the government should clearly defined so that the companies working in the real sector know who they should appeal to when they face problems. According to him, there is no control over the use of the money provided as part of different projects financed by foreign donors, including in transport and road building. As a result, these important sectors remain stagnant. “All the ministries have so-called college boards. The sector is mostly private, but these boards include persons from state, public institutions or from companies where the state is a major holder. How can this happen?” Florea asked rhetorically, stressing that the opinion of the Union of Transporters and Road Workers should be also taken into account when appointing the administration of the Transport Ministry.
