Briefness first and foremost – September 11, 2018 IPN digest

Speaker of Parliament Andrian Candu and Prime Minister Pavel Filip laid flowers near the U.S. Embassy in Chisinau in memory of the victims of the September 11 terrorist attacks in the United States. “There are yet many victims of terrorism globally and compassion, understanding, solidarity and mobilization are needed to counteract this phenomenon,” stated Andrian Candu, while Pavel Filip noted that the whole world mobilized after the attacks as such crimes can be combatted only by concerted effort.

This is so, but not always and everywhere. To expel persons from a country, it is enough for the state to have reasons to consider that these persons pose particular threats, even if these committed no offence or violation, jurist Vitalie Catană stated in the talk show “Fabrika” on Publika TV channel.

“The reasons go beyond the human rights framework and what we call common law, either the penal law or the contravention law. It is an area where the state has the right to remove persons from its territory only based on signals that justify the suppositions of involvement of these persons in activities that pose a risk,” stated Vitalie Catană...Perfectly, but what about the suspicion and risk that the Turks from the lyceum “Orizont” were expelled based on secret agreements between influential persons from Moldova and Turkey?

The Party “Action and Solidarity” also detests what it calls mishmashes between Chișinău and Ankara and intends to make approaches and demand that those who carried out the order to deport seven Turkish citizens from Moldova last week should be punished internationally. The party’s leader Maia Sandu told a news conference that the decision is illegal and was taken at the request of the President of Turkey Recep Tayyip Erdogan.

The IPN Experts devote the analysis to the September 9 road accident that involved President Igor Dodon and members of his family. They note that the media sphere was dominated by attitudes: either rancorous, insinuating that the accident was a deserved punishment for the President’s deeds, either conspiratorial, insinuating that it was an accident planned by the sworn opponents of the Head of State.

Particularly, the experts consider attempts are made to transform the accident into an occasion for disseminating propagandistic fakes before the upcoming parliamentary elections. The executive secretary of the Party of Socialists of the Republic of Moldova (PSRM) Vlad Batrîncea excelled in this regard. This explained his conspiratorial attitude in the social media and multiplied it through the media holding affiliated to the PSRM. After disintegrating the propagandistic zeal of the executive secretary of the PSRM, the experts ascertain that this rather harms the PSRM and the President than does good to them.

In a news conference held to celebrate the 25th anniversary of the foundation of the Liberal Party (PL), Dorin Chirtoacă stated it won’t be prosperous life in the Republic of Moldova as long as the union is not made.

The Liberal leaders made it clear that they were the first to formulate the union desideratum, noting that the PL was the first party that included the “union” in its statutes and time has come for all the parties that promote this ideal to join the PL in its efforts, according to Mihai Ghimpu... Hurry up and ‘besiege’ the open gate?

However, the union of vitamins on both sides of the Prut could take place with fewer hindrances. Eighteen Romanian MPs representing the PMP and PSD and unaffiliated MPs submitted to the Senate of Romania a bill to oblige the traders to provide different exhibition and selling areas for Moldovan products, as they do in the case of the Romanian products.

The bill argues that eight in ten inhabitants of the Republic of Moldova are of Romanian ethnicity, one third of the residents have dual nationality and the history of the Republic of Moldova is a constituent part of the Romanian history. Consequently, Romania’s policies should include the Moldovan component and should be aimed at the economic integration of the two states.

We want the situation to be good on the Nistru too! The Ministry of Agriculture, Regional Development and Environment and the United Nations Development Program launched a project in the framework of which a study of the current and potential social and environmental impact of the hydropower generation facilities on the Nistru River will be developed during 2018-2019 with the assistance of the Government of Sweden. The project will contribute to strengthening negotiation skills of the Committee regarding durable use and protection of the Nistru River that was established based on the Agreement between Ukraine and the Republic of Moldova regarding cooperation in the field of environmental protection and sustainable development of the Nistru River.

In another development, the National Road Transport Agency (ANTA) set the goal of creating a sustainable and efficient road transport system that can lead to balanced development in accordance with the economic, social and environmental requirements by implementing the strategic development program for 2018-2020. ANTA cooperates with the USAID-funded Moldova Structural Reform Program that supports the Agency’s strategy with a series of recommendations formulated after conducting a study to assess the trade corridors of Moldova.

Among the main problems faced by Moldova is the fact that it does not have access to the sea and has only one port, in Giurgiulești, which is not appropriately exploited. Another problem is related to the Transnistrian region as it was established that the circulation of goods in the eastern part of the country encounters difficulties. Among the problems, Douglas Muir also noted the poor state of the roads both towards the border with the EU and towards the border with Ukraine. This hampers the commercial activity, especially for particular products. The delays at border crossing points negatively affect the performance of trade corridors and, ultimately, the commercial flows.
