Briefness first and foremost – October 30, 2018 IPN digest

Who said money don’t bring … what they bring. In connection with the Democratic Party’s announcements concerning the unitary salary system for budget-funded employees, Transparency International Moldova expert Veaceslav Negruța said these initiatives create the false impression that the salaries will rise by 20%, 50% or even 90% by doing nothing.

The census of functionaries taken in 2011-2012 was the first step. “Now, that titanic work done by functionaries internally and externally, is regrettably presented as an electoral, political initiative,” stated Veaceslav Negruța. Vice president of the Party “Platform Dignity and Truth” Alexadru Slusari said the PDM is trying to make an electoral show from a delayed reform that was agreed with the development partner.

Nothing sadder than a joyful mask when being at a dentist’s. Even if the Democratic Party (PDM) holds complete power in the state, its situation is not at all enviable owing to the budgetary-economic pressure existing at present, said politologist and journalist Igor Volnitski. As to the possibility of a PDM – PSRM coalition being formed, Igor Volnitski said that if Igor Dodon decides to form a coalition with the Democratic Party, he will lose the chance of a winning a new term of office as President. The opposition is obliged to attract society’s attention to the independent candidates who will run in the parliamentary elections because its coming to power depends on these.

Igor Volnitski noted there are very big chances that early parliamentary elections will take place. But this scenario is not at all suitable for the current government.

The rating is less important. The flag should be raised as up as possible! The Democratic Party will take part in the upcoming parliamentary elections independently and all the candidates who will be put on the party’s list and the candidates in single-member constituencies will be members of the party.

In the talk show “Important” on TVC21 channel, the Party “Action and Solidarity” announced it will run in the elections in a bloc with the Party “Platform Dignity and Truth” and the applicants will go through several filters to be able to run on behalf of the bloc.

The authors of a new Sic! article! say the politicians from the oldest times aimed to appear before the people as generous persons, while the voters were open to bread and circuses, but Moldova’s law on philanthropy clearly says the philanthropic organization cannot spend its money and use its assets to support political parties and other sociopolitical organizations while the law on foundations says these are apolitical and do not offer political assistance and do not support a political party. How this legislation is obeyed is another  question... How another question? It is either legality or illegality. There is nothing else in the middle.

Even if it is “on four legs”, the animal breeding sector faces problems following the limping reforms. The reduction in livestock hasn’t been stopped this year. Consequently, the animal breeding sector cannot satisfy the demand for consumption and industrial processing on the home market.

According to Viorel Chivriga, programs director of the Institute for Development and Social Initiative “Viitorul”, the production factors market should be liberalized and measures should be taken to protect the domestic market of animal products as Moldova is invaded by products imported from Ukraine, Russia, Belarus, Romania, and Poland. The small and medium-sized animal farms should be modernized and outfitted with high-quality equipment, while the quality and volume of crops for fodder should be raised.

The problem of management of small rivers in the Republic of Moldova remains serious amid climate change that causes rivers to dry up. There are also natural actions that are rather negative and do not allow properly conserving nature. These create problems in water supply in agriculture and influence the quality of water in rivers, such as the Nistru and the Prut, executive director of the Eco-TIRAS International Environmental Association of River Keepers Ilia Trombitski stated in a news conference at IPN where there were presented the actions taken within a project implemented with the assistance of the German Environment Agency.

A tragic case happened in Flocoasa village of Cantemir district where the ambulance, according to Minister Silvia Radu, arrived in seven minutes. Two sisters aged four and eleven and their cousin aged eight died in the hospital on October 30. The girls’ mother and the grandmother of the three children remain in the toxicological section of Saint Trinity Hospital of Chisinau.

According to the preliminary version, the family inhaled insecticide vapors.
