The local and central authorities will be obliged to publish their decisional projects before these pass the bill. The people will be announced on the projects’ beginning at the moment when other versions are feasible. This resolution is included in the law regarding the decisional process transparency, evolved by a work team made up by representatives of the civil society and ministries. According to the information given to Info-Prim-Neo by the “Acces-info” Center, one of the law’s authors, this project is conditioned by both the necessity of establishing some criteria for assuring the transparency in the decisional process and the creation of a mechanism that would involve citizens and organizations in the process. The insufficient conventions of the decisional process lead to ignorance and lack of trust over the role of the normative acts and passivity over their execution among the citizens. If the transparency principle is implemented, the confidence in laws will rise, since they will be resulted through the consultation with the public. As a result, the degree of applying laws will rise, with positive consequences upon the economical development and efficient cooperation between authorities and the civil society. Unlike the law regarding access to information, where people have access to official and retained information, the law regarding transparency in the decisional process will offer citizens the possibility to actively participate in the process through suggestions and recommendations addressed. The basic suggestions for this project were made by “Acces-info” Center and other non-governmental organizations (NGO Resource Center for Human Rights, Social Group of NGO, Independent Journalism Center, Anti-corruption Alliance, IDIS “Viitorul” and “Adept” Association). The authors consider that the project corresponds to international standards and the actual normative field of the Republic of Moldova. The project is made up of 5 chapters and 19 articles.
