Approach to immediately create National Council for Human Rights

Promo-LEX Association requests the Government of the Republic of Moldova to immediately set up the National Council for Human Rights and the Permanent Secretariat for Human Rights, which are responsible for the coordination and monitoring of the implementation of the national human rights action plan for 2018-2022.

In a public statement that is quoted by IPN, Promo-LEX says that on May 24, 2018, Parliament adopted a decision providing that the Government was to constitute the National Council for Human Rights and the Permanent Secretariat for Human Rights within two months. For bureaucratic reasons, the two bodies haven’t been yet created.

Promo-LEX warns that the lack of the coordination mechanism compromises the implementation and reporting process as the Council is obliged to present a report on the implementation of the national human rights action plan III to Parliament by April 1, 2019. Intermediary reporting in the context of the Universal Periodic Review is also compromised.

Promo-LEX Association calls on the Government to immediately create the two bodies and to initiate the procedure for collecting information and edit the intermediary report for the Universal Periodic Review of the Republic of Moldova.
