The leader of the Professionals’ Movement “Speranța – Nadejda” Andrei Donică said that in the campaign prior to the local elections he will struggle for a concrete purpose – to free the Chisinau City Hall from the mafia. In a flashmob event in front of the City Hall, Andrei Donică made a number of accusations and statements about persons who are allegedly behind incumbent mayor Ion Ceban and about alleged ties with persons accused of putting up “cigarette factories” in Europe.
Andrei Donică said that he applied to be registered as a candidate for mayor of the capital city, but wasn’t admitted to the electoral race because he had been already registered as a candidate for mayor of Condrița village. He challenged the electoral body’s decision and today the court is to issue its judgments. He considers that the verdict will be in his favor.
According to him, in the election campaign in Chisinau, emphasis is placed on what has been done or what hasn’t been done, but no attention is devoted to another problem. “The problem of Ion Ceban is that he is surrounded by very dubious persons. Today I will concretely say who is behind the mayor general. Even if in the recent past they have rumored, and the ruling party also underlined it - that the mayor general is the project of Russia’s FSB - I want to tell you that this is not so. To say that he discusses with Russians is to say nothing as what I saw with my own eyes and what I understand is that Sergey Yaralov, Vladimir Plahotniuc’s right-hand man, is there behind Ion Ceban,” stated the leader of the Professionals’ Movement “Speranța – Nadejda”.
Andrei Donică also accused Ion Ceban of being the partner of the cigarette and drugs mafia. He has ties with persons who don’t smuggle cigarettes from Moldova to Europe but build cigarette factories in Europe, run these for several months and then relocate them. Among these persons is Mihail Railean, alias Zobar, who is responsible for cigarette factories in Europe. This person was sentenced to seven years in jail in Belgium, is wanted in Romania, but stays unworriedly in Moldovan a house that is worth millions.
According to Donică, Sergiu Capșa is also among those persons. He is responsible for the logistics of factories, for the recruitment of workers. The last one is Vitalie Perciun who ensures direct contact with mayor general Ion Ceban, including in the case of cigarette factories and real estate. Vitalie Perciun established contacts with the City Hall as the chairman of the Employers Association of Real Estate Developers.
The candidates for municipal councilor fielded by the Professionals’ Movement “Speranța – Nadejda” were registered. The Chisinau District Electoral Council refused yet to register Andrei Donică for the reason that he had been already registered as a candidate for mayor of Condrița. The Council’s decision was challenged and the Râșcani Court of Chisinau is to pronounce its judgment on Thursday.
