Amendments proposed to law on state social insurance system

The State Main Tax Inspectorate put forward a bill with amendments to the law on the state social insurance system, which provides that procedures similar to those used in the process of administering taxes will be applied in administering mandatory state social insurance contributions. The bill was endorsed by the Ministry of Finance and was submitted to the National Anticorruption Center for approval, IPN reports.

“When this bill is adopted, the tax bodies will be able to monthly receive information about the contributions that are to be paid from taxpayers. Currently, we receive this information from the National Social Insurance House, with a delay of 35 days. The obtaining of this information directly from taxpayers will help us to act more swiftly in collecting the debts,” said deputy head of the State Main Tax Inspectorate Gheorghe Cojocaru.

The State Tax Service collects about 67% of the mandatory state social insurance contributions. “The visits to taxpayers or the inspections are costly and imply considerable human resources. If the proposed amendments are adopted, the process of collecting contributions to the state social insurance budget will improve and the costs will be lower,” stated Gheorghe Cojocaru.

He added that they will propose amendments to the Penal Code too, whereby penalties will be introduced for the non-payment of mandatory state social insurance contributions. Also, the indirect methods and sources for determining taxes may be applied to mandatory state social insurance contributions too.

“When salaries are paid illegally and illegal work is done, it’s hard to identify the economic entities that do not pay contributions red-handed. The indirect methods and sources will allow doing preliminary calculations so as to estimate the sums and to have arguments in the dialogue with the bad payers,” said the deputy head of the State Main Tax Inspectorate.

According to the audit report of the Audit Office, taxpayers’ debts to the state social insurance budget on December 31, 2013 came to 965.6 million lei.
